The Lock Manager is not available when the Web module is selected. It is only available when selecting forms. Is it a bug or a feature? As far as I remember, it was previously available for modules.

Your current project is a form, that is why this function is only available for form.
If you want to use the Lock Manager function in Web module, right click any module node, then you can add a Lock Management.
